Solutions . . .

This forum is to start a dialogue to offer some realistic solutions to replace this farce of a govt.

-There was a suggestion to create a union territory out of Mumbai, that would enable the city to get its own independant leadership.

-The city need to be run like a efficient C/o /organization.
-Mumbai needs its own CEO ( aka C.M)
The salary of the CEO needs to be in sync with the current market
(eg - what would a CEO of a large c/o get paid ?)

-The offer needs to be lucrative in order to attract the best talent and/or lure current CEO's to consider this difficult job.

(I have heard a lot of resistence to this arguement , as politics is under the umbrella of "Civil Duty" and it should not be a commercial deal, but realistically "throw peanuts and you will get monkeys , who will be forced to be corrupt "
The foundation of our society is based on commerce , so lets not pretend that some great saviour will come forward and help this city.)

-The elected would in turn put together the team of top management officers to run various dept's of this city.

-The budget for this team needs to be part of the candidate's manifesto that is proposed as part of his/her campiagn.

-I also believe that the entire salary structure in all civic services needs to be relooked at , as that is the root of corruption

We need some solutions that are based on ground realities.

Can someone provide some answers on:
1) How can we redirect our tax money to where WE want.
Would we need to make an ammenment in the constitution?
2) How do we (ordinary citizens) build pressure to sack our current govt.?

  2. we need to find a legal/ constitutional way in which, we the citizens of mumbai , can appeal for mumbai becoming a union territory.....
    then we need to figure out how citizen can file petitions to make amendments to the constitution, i feel our entire structure of the constitutions is out dated.... and feel there should be a certain educational criteria and even more stringent rules regulations for political candidates .

    I think you're on to something with the concepts you're putting forward in this latest blog.

    But if you really want to start outsourcing jobs like city management, security, etc, it MUST be done in tandem with OVERSIGHT AND ACCOUNTABILITY, either in the form of elected officials who will represent the constituents of a particular community or interest group within Bombay by coming together as a committee to oversee job performance, or in some other meaningful way.

    Trust me on this: the concepts you are putting forward are very forward thinking, and we here in the States have been trying to do things in this fashion for a very long time, however we've been largely ineffective in our efforts, because of something that is foisted on the populace by conservative pundits here, known as "laissez-faire" government, which means the less government, the better.

    In this conservative view, outsourcing all state and city level government tasks to private industry, much the same as you've proposed doing, is the only way to effectively tackle these huge social issues, such as running a city.

    What that translates to on the ground however, is a bunch of politicians making back-room deals with their cronies for lucrative government contracts to provide services at the city and state level, with ZERO ACCOUNTABILITY FOR HOW THE TAX MONIES ARE ACTUALLY SPENT.

    This is in part how America has gotten into the financial mess we are in now. And what was the answer to that problem? Give a 700 BILLION DOLLAR BUDGET to the federal bank, and ASK NO QUESTIONS ABOUT HOW THEY ARE SPENDING THE MONEY, OR WHOM THEY ARE GIVING IT TO TO SOLVE THIS CRISIS!!

    The moral of the story to recap: begin due diligence to find someone to provide the critical services that the city needs to run efficiently and make it safe, but MAKE THE APPLICANTS BID FOR THE JOBS, AND MAKE THEIR COMPENSATION COMEASURATE WITH PERFORMANCE!!

    That way, they are not just handed a check, financed by every taxpayer in the city, that they can then just walk off with without being held to account for their actions, or inactions.
